Proposed Realignment of Protea Road, Klapmuts, Western Cape 

BACKGROUND 

The applicant, Heineken Beverages South Africa (Pty) Ltd, proposes the realignment and upgrade of Protea Road (DR01098) between Groenfontein Road and the R44 (MR27) in Klapmuts North. The proposed upgrade and realignment are intended to provide for improved access to the Klapmuts North area and to address projected increases in traffic associated with approved developments. Proposed upgrades include the surfacing of the existing gravel road and the realignment of the route to a new intersection with the R44 approximately 960m further north along the R44. The proposed realigned road will improve accessibility and road safety in Klapmuts North, as well as provide the necessary road capacity for a development by the applicant on farm RE/736 at the western end of the proposed upgrades.

SITE DESCRIPTION

Protea Road falls within the Drakenstein Local Municipality in the Cape Winelands District, approximately 2km northeast of the town centre of Klapmuts and approximately 12km southwest of the town centre of Paarl. The proposed realigned route will have a new road reserve, to be proclaimed partly within and partly adjacent to the existing road reserve. Properties affected by the realignment will include Paarl RD farms 4/716, 39/716, RE/2/716, RE/2/764, and 10/764. Properties south of Protea Road, affected by the proposed upgrade and widening, include portions 18, 19, 20 and 21 of PA716.

APPLICABLE LEGISLATION

Application has been made for environmental authorisation to undertake listed activities in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations, 2014 as amended (GNR 326 of 2017):

  • Listing Notice 1 (GNR 327 of 2017): Activities 12, 19, 24, 48, 56; and
  • Listing Notice 2 (GNR 325 of 2017): Activity 27.

Application has also been made to the Department of Water and Sanitation in terms of the National Water Act 36 of 1998 for Section 21(c) and (i) water uses.

The 30-day commenting period for the draft Scoping Report commenced on Wednesday 12 November 2025 and will conclude on Friday 12 December 2025.
