

PROJECT BACKGROUND
The City of Cape Town’s Environmental Coastal Management Department intends to refurbish the Long Barn cottage and repurpose it into a marine research and exhibition centre. The proposed refurbishment activities aim to improve the state of the infrastructure of the site, as well as enhance the building's heritage significance.
SITE DESCRIPTION
The site is located on land parcel no. CA1500, approximately 5 km south of Simon's Town within the Cape Town Municipality. The site is situated near public coastal infrastructure such as Miller’s Point Slipway and Miller’s Point Tidal Pool. The site is located approximately 418 m from the Table Mountain Protected Area, which is situated west of the site. False Bay lies immediately east of the site.
PROPOSAL
The proposed upgrade to the Long Barn cottage entails the refurbishment and expansion of certain aspects of the existing Long Barn structure. The retaining walls will need to be reconstructed, and the existing paving at the entrance to the cottage will be expanded, which will also include a universal walkway. Two existing rooms and the external concrete slab will be demolished. The existing external pergola will be expanded along the seaside length of the building on a proposed new deck, which will replace the existing outdoor paved area and extend eastward until the reconstructed retaining wall.
These changes will allow for better structural stability for the building given the steep slope of the land and improved access to the cottage. No new disturbance is anticipated as the site has been previously transformed.
APPLICABLE LEGISLATION
The proposed upgrade would trigger the following listed activities in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations (GNR 326 of 2017):
Activity 17 of Listing Notice 1 (GN327 of 2017): Development (iv) in front of a development setback; or (v) if no development setback exists, within a distance of 100 metres inland of the high-water mark of the sea or an estuary, whichever is the greater; in respect of (d) rock revetments or stabilising structures including stabilising walls; or (e) infrastructure or structures with a development footprint of 50 square metres or more.
Activity 19A of Listing Notice 1 (GN327 of 2017): The infilling or depositing of any material of more than 5 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 5 cubic metres from (ii) the littoral active zone, an estuary or a distance of 100 metres inland of the highwater mark of the sea or an estuary, whichever distance is the greater; but excluding where such infilling, depositing, dredging, excavation, removal or moving (f) will occur behind a development setback.
Activity 54 of Listing Notice 1 (GN327 of 2017): The expansion of facilities (iv) in front of a development setback; or (v) if no development setback exists, within a distance of 100 metres inland of the high-water mark of the sea or an estuary, whichever is the greater; in respect of (d) rock revetments or stabilising structures including stabilising walls; (e) or infrastructure or structures where the development footprint is expanded by 50 square metres or more.
Infinity Environmental (Pty) Ltd. has been appointed as the independent environmental assessment practitioner to undertake the application process for the proposed adoption of an ad-hoc development setback line for the refurbishment of the Long Barn cottage. All identified potential interested and affected parties are being informed of the proposal and the opportunity to comment on the development setback line application. The application has been submitted to the Department of Environmental Affairs and Development Planning (DEADP).
Application has also been made to Heritage Western Cape (HWC) in terms of the National Heritage Resources Act (NHRA), Act 36 of 1998 for Section 34 and Section 35 permits.

A public participation process will commence on Monday, 14 April 2025 and end on Tuesday, 20 May 2025.
