Application for an ad hoc development Setback Line for the proposed refurbishment of Strandfontein Pavilion

BACKGROUND 

The City of Cape Town proposes to refurbish the Strandfontein Pavilion, this will include refurbishment of structures and associated coastal amenities, improvement of the quality and capacity of existing facilities, promotion facility clustering, multi-functionality and sharing and enhancement of degraded land where appropriate. 

SITE DESCRIPTION

The site is located on Farm 1212-RE, to either side of the southern terminus of Strandfontein Road. It is bounded to the south by the highwater mark and to the north by Baden Powell Drive (R310).

PROJECT PROPOSAL 

The proposal is centered around categorized interventions based on site analysis and the vision for the facility. The main categories include;

Strengthening Connection and Access

  • Replacement of large asphalt areas with pedestrian-orientated landscaping
  • Improvement of road orientation, access points and parking
  • Addition of paved raised street crossings, universal access ramps, soft landscaping and quality street furniture
  • Upgrade of the amphitheatre which will include a play area, splash pad and lawn around it
  • Provision of parking and access for operational staff and water safety organisations and a helicopter landing pad
  • Refuse rooms on both ends of the facility

Rationalising Levels and Movement Routes

  • A large platform with a gentle slope from north to south is envisaged.
  • The southern edge of the promenade will be raised slightly to achieve a 2% fall and the northern edge of the pavilion building will be lowered.
  • The amphitheatre space will be enlarged slightly by cutting deeper into the existing embankment on the eastern side.
  • A play area will be developed around this amphitheatre space.
  • The central promenade level will be connected to the surrounding parking levels with a maximum gradient of 1:15.

Activate with Inclusive Programming

  • Refurbishment of terraced seating around the amphitheatre
  • Upgrade the southern edge as a promenade connecting to Fisherman's Lane and the beach 
  • Reconstruction of seating steps into the tidal pool and addition of street furniture
  • Outdoor seating and concession areas including outdoor seating for restaurants, semi private office spaces, viewing decks and lounging areas near public ablutions
  • Small scale commercial and restaurant spaces into the main pavilion building 

Celebrate place through arts and culture

  • Creation of public sculptures and murals at strategic locations along the promenade walkways.

APPLICABLE LEGISLATION

The proposed upgrade will involve the following activities in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations (GNR 326 of 2017) 

  • Activity 17 of Listing Notice 1 (GN 327 of 2017): Development in front of the development setback; or if no development setback exists within 100 metres inland of the high-water mark of the sea.
  • Activity 18 of Listing Notice 1 (GN 327 of 2017): The planting of vegetation or placing of any material on dunes or exposed sand surfaces of more than 10 square metres, within the littoral active zone, for the purpose of preventing the free movement of sand, erosion or accretion. 
  • Activity 19A of Listing Notice 1 (GNR 327 of 2017): The infilling or depositing of any material of more than 5 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 5 cubic metres from a distance of 100 metres inland of the high-water mark of the sea. 
  • Activity 54 of Listing Notice 1 (GNR 327 of 2017): The expansion of facilities in front of a development setback; or if no development setback exists, within a distance of 100 metres inland of the high-water mark of the sea 

OPPORTUNITY TO PARTICIPATE

A public participation process will commence on Friday, 25 April 2025 with the publication of the Development Setback Line Application Form and supporting annexures. Interested and Affected Parties (I&APs) are invited to register and provide comments on the application. The 30-day commenting period commences on Friday, 24 April 2025 and will end on Tuesday, 27 May 2025.
