

The City of Cape Town proposes to implement a redevelopment vision for the Stand Street Quarry site, a historic quarry and National Heritage Site located on a portion of the remainder of Erf 367, erf 617, and a portion of unregistered State Land in Cape Town. The City of Cape Town proposes to redevelop the site into a multi-use facility focused on sports, economic, tourism, and heritage uses. A conceptual site development plan was prepared for the site in 2023, through a consultative and iterative process involving community stakeholders and technical inputs. It includes the following land uses:
SITE LOCATION
The site is situated on a portion of the remainder of Erf 367, erf 617, and a portion of unregistered state land in Cape Town. Situated on the borders of the historic residential neighbourhoods of the Bo-Kaap and de Waterkant, and on the edge of the central business district, the site is bordered by Strand Street to the east, the Tana Baru cemetery to the west, and the Jami’a Masjid to the south.
Application has been made for environmental authorisation to undertake activities listed in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations, 2014 as amended (GNR 326 of 2017):
Activity 26 of Listing Notice 1 (GNR 327 of 2017): Residential, retail, recreational, tourism, commercial or institutional developments of 1 000 square metres or more, on land previously used for mining or heavy industrial purposes
Activity 15 of Listing Notice 3 (GNR 324 of 2017): The transformation of land bigger than 1000 square metres in size, to residential, retail, commercial, industrial or institutional use, where, such land was zoned open space, conservation or had an equivalent zoning
A public participation process took place between 22 August 2024 and 11 October 2024. Public participation has been concluded, and all reports finalised and submitted to the Department of Environmental Affairs and Development Planning for a decision on the environmental authorisation application.
