Proposed expansion of the Rusthof Cemetery

BACKGROUND AND PROJECT RATIONALE

The City of Cape Town proposes expanding the existing Rusthof Cemetery in Broadway, off Sercor Drive, Strand.  The expansion is necessitated by a pressing need for additional burial space in the Strand area as well as in the broader metropolitan area and the Department of Recreation and Parks has identified specific parcels of property throughout the city that could be developed into cemeteries, including the Rusthof site       

The proposed Rusthof cemetery expansion will occur on the 9.06 hectare extent of Erf 5540, with an expansion footprint of approximately 70 000 square metres.

The proposed expansion requires an environmental authorisation from the Department of Environmental Affairs and Development Planning (DEA&DP) for activities associated with the expansion of the cemetery.  

SITE DESCRIPTION

The proposed expansion area is located on Erf 5540, bordered by the existing Rusthof cemetery to the north and the Fairview Golf Estate to the south. Secor Park residential units on Ross Street and Geldenhuys Street border the property to the east, while a farm on Erf 5100 borders the property to the west.

APPLICABLE LEGISLATION

Application has been made for environmental authorisation to undertake listed activities in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations, 2014 as amended (GNR 326 of 2017):

Activity 19 of Listing Notice 1 (GNR 327 of 2017): The infilling or depositing of any material of more than 10 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 10 cubic metres from a watercourse.

Activity 44 of Listing Notice 1 (GNR 327 of 2017): The expansion of cemeteries by 2 500 square metres or more.
