Proposed Harcroft Residential Estate on Erf 123 and Erf 803, Constantia

Harcroft Investments (Pty) Ltd proposes to redevelop Erf 123 and Erf 803 in Constantia, Cape Town into a residential estate comprising a total of 51 dwelling units. An environmental authorisation is required for the proposed residential estate due to the applicability of listed activities in the EIA Regulations of 2014, as amended. Listed activities applicable to the proposed development relate to the diversion and rehabilitation of watercourses on the site, to the clearing of a small part of the remnant area of indigenous vegetation on the site, and to the change of land use in a portion of the property which is zoned for open space. Application has been made for environmental authorisation to undertake listed activities in terms of the National Environmental Management Act (107 of 1998) and EIA Regulations, 2014 (GNR 326 of 2017).

A Public Participation Report dated October 2024 is available for download below. The public participation report includes all comments received from interested and affected parties, and an indication of how these comments have been addressed or responded to.

The final Basic Assessment Report has been submitted to the Western Cape Department of Environmental Affairs and Development Planning for a decision.
